The mobile-optimized interface is a simplified version of the standard interface; it is designed for a better WebTV browsing experience on Smartphones and Tablets.
It can work with either the Flash or the HTML5 video players for enhanced compatibility and can be switched, any time, by the users, to the desktop (standard) interface, and vice versa.
Please note that your WebTV visitors will always be able to switch between the mobile and "desktop" interfaces.
Regarding Google mobile search ranking
Starting April 21st 2015, Google will start to favor Websites which are mobile friendly.
“Starting April 21, we will be expanding our use of mobile-friendliness as a ranking signal. This change will affect mobile searches in all languages worldwide and will have a significant impact in our search results.” – Google Webmaster Central Blog
This means that if your WebTV is "mobile friendly" (if it has the Mobile Interface extension) you will have more chances to rank better in mobile searches (on Google); on the contrary, if your WebTV is not "mobile friendly" you will rank worst in mobile searches.
